In  1997, an extension of the network  will assure  the on-line
services  and  a connection to the local  as well  as  national
network, viewing our participation

in part cataloguing, access to the documents of the fund aiming
to  achieving  the  inter-library  loan,  drawing  up  of  some
collective documentary products necessary to the establishments
and organisms interested that have no entry in the network.

PROSPECTIVES

In  1997  - 1998, the network was previewed to be extended.  An
extension,   destined to the public  permanent accessw, will be
locate  in  the card index cabinet. The future public  relation
department   will be provided with a videoplayer to  facilitate
the   consultation   of  audio  -  visual  materials   by   the
beneficiaries.  The  second  one  will  be  provided  with  two
Pentium  ;one  of  them  will constitute the  base  for  CD-ROM
retrieval  and  will assure the connection  with  the  internal
network  ;  the  other  one wille be used  for  processing  and
editing  all  the  documentary  products  conceived  into   the
library.Internet  connection will allow the  promotion  of  the
documentary products of the library all over the world as  well
as   the  exchange  of  information  required  by  any  of  our
beneficiaries.

This  project  will  permit us to create a full  text  database
covering all the fields related   to  the  agricultural  research   
projects   of   our University.

The  same project will offer the framework  for developping the
scientific   activity  of  our  students  as  well   as   their
cooperation with their colleagues in other countries  by  means
of long distance automated educational processes.

DOCUMENTATION, EXCHANGE & INTERNATIONAL RELATIONS DEPARTMENT

Existing  within  the  library as  a  functionally  independent
department, but finnancially dependent,the department  has  the
characteristics  proper  to a documentation  and  international
relations centre having the following functions:


  *  up to date information and documentation  with specialized
     publications    ( including the signaling the new entries)
  *  promotion of the aquisitions of books and serials existing
     in the world market
  *  entertaining  the relations of publication exchange with the
     existing part-ners and attracting new partners
  *  participation  in  European  projects  of  conception  of
     databases  in  the  field  of  agriculture,  biology,  ecology,
     veterinary medicine and other connexe disciplines
  *  organization of the international seminar annually (May,26- 31)
  *  participation in international manifestations and workshops
     aiming to in-tegrating to specific parted activities
  *  translation of all materials of our University destined to
     the international co-operation and collaboration
  *  assurance of the internal and international circulation of
     information existing in the own informational fund.

ANNUAL STRATEGY OF INTERNATIONAL COOPERATION

The  department  will  continue its  collaboration  with  World
Wildlife Fund and with Romanian National Library .It will begin
the production of a common database in the field of agriculture
,food  and  agricultural products joining Bulgaria and  Moldova
Republic     (1997)     and    Albania,Czech    Republic,Slovak
Republic,Poland   and   Hungary   (1998).The   year   1997   is
prognosticated for beginning  our involvment in TermNet ,  GTW,
POINTER , ELRA,EAfT .

Unfortunately,our  cooperation with FAO  consists  only  of  an
exchange of publications ,directly with the Serials Division of
FAO  located  in Rome, where we send the ”Lucrari  stiintifice”
(Scientific  Papers),series  Agriculture,Horticulture,Zootechny
and Veterinary Medicine of our  University. The disparition  of
the Information and Documentation Office for

Food   and  Agriculture  in  Bucharest  as  well  as  the   de-
centralization  policy with its negative  aspects  resulted  in
the  impossibility of the university libraries  specialized  in
agriculture   to  provide  references  regarding  the   current
literature  collected from research  and development  food  and
agricultural sector and allied fields. Without a change of  the
strategy concerning  the centralization of the references  from
the  above mentioned literature by an organism having a greater
importance   in   the    field , this  cooperation  cannot   be
relaunched  for  optimal  results.  A  work  team  composed  by
specialists  from Iasi, Romania and Chisinau, Moldova  Republic
proposed a variant of centralization of  the  field  references  
according  to   the  principle  of  ”small steps”.This supposes
that the  references from the agricultural university libraries  
have  to  be  puttogether  by a program  coordinator  belonging 
to one of  these  libraries. The   other  references  from  the 
agricultural   research  and  education   fields   have  to  be  
collected by a  homologue coordinator, and the entire gathering 
of information should  be  made  by  a  national representative 
institution, characterized by a dynamic rhythm, led by a person 
chosen by FAO .

The  number  of seven references/week with which ASAS,  through
the  Institute of Soil Science, contributes to AGRINDEX is  not
only  insignificant but also unfavourable to the real  Romanian
image and activity in the field.

The  disfunctions  that interfere the process  of   information
transfer  ,  the  lack  of  coherence and  constancy  of  their
activity of cooperation render insig-nificant the ASAS success.
”To vegetate” is not a synonym for ”to be”,  but a compromise.
The  solution  of  an efficient cooperation in common  projects
such  as AGRINDEX, as well as the solution for  recreating  the
East-East axis in the information transfer, is the existence of
2-3  national nuclei led by co-operative, dynamic and efficient
coordinators having a professional con- science non-tributary to 
certain obsolete principles.

The  idea that information is a strategic product must  not  be
supported.

The  information is a product, a merchandise that can be  given
as  a present, sold or bought and whose value is the more known
as it circulates more.
